The Institute for Central American Fiscal Studies (Icefi) concludes that Guatemala’s Open Government Alliance has suffered a severe crisis of legitimacy and credibility between 2011 and 2023. This decline is attributed to weak legal frameworks, insufficient public reputation, and a lack of institutional stability. To reverse this trend, the study emphasizes the urgent need for a robust legal basis for open government actions and the establishment of sustainable monitoring mechanisms that allow citizens to socially audit public service quality and accountability standards. Recovery requires horizontal dialogue between the government and civil society to co-create national action plans, ensuring the maximum publicity of public acts. The report stresses that credibility depends on the inclusive participation of diverse actors, including the private sector, academia, and international cooperation, rather than relying solely on temporary external funding. Long-term sustainability demands dedicated government budgets and the implementation of policies that demonstrate genuine willingness to accept criticism and fulfill commitments, moving away from dependency on international aid. This research is vital for the open data community as it highlights that data transparency and open data standards are not isolated technical tasks but foundational elements of public trust. By linking data openness to broader governance legitimacy, the study underscores that sustainable open government requires institutional stability and active civic oversight, ensuring that data serves as a tool for accountability rather than mere compliance.
