France serves as a global benchmark for open data policies, demonstrating how centralized portals and decentralized management can successfully make public information accessible to citizens and innovators. By encouraging local entities to publish relevant datasets, France fosters digital innovation and strengthens participatory democracy. This model highlights that effective open data strategies rely on clear responsibilities and widespread availability across diverse sectors, proving that such initiatives drive both economic growth and governmental transparency. In contrast, Chile faces significant structural barriers, including inadequate infrastructure, poor inter-institutional coordination, and a lack of professional training. Although a new public data portal has recently launched, it currently fails to meet international standards for accessibility and reusability. These limitations hinder the country’s ability to leverage data for environmental and social issues, revealing a critical gap between the existence of digital platforms and the practical capacity to utilize them effectively for public benefit. To bridge this divide, Chile requires a comprehensive strategy involving all stakeholders, from government agencies to civil society and the private sector. Implementing incentives for digitalization and training programs for officials are essential steps toward establishing a functional open data ecosystem. Ultimately, this article underscores the relevance of open data as a tool for enhancing public management efficiency and transparency, offering a roadmap for Chile to transform its governance through evidence-based decision-making and greater civic engagement.
