Rochester City Council approves police reform plan , will send to Cuomo

The Public Accountability Board (PAB) has published a plan to reform Rochester's police and crime commissioner (RPD) following protests against police brutality in the city on Saturday night, according to the Police and Crime Agency (PIB).
