Ecuador has socialized the fifteen commitments of the Second Open Government Action Plan (PAGA 2022–2024), a public management model based on citizen proposals. Led by the Open Government Core Group in collaboration with civil society organizations, the plan aims to establish a roadmap for integrating citizens into decision-making processes, addressing issues of common interest, and promoting active listening between authorities and the community. The co-creation process used to develop the plan underscores the importance of open data for transparency and democratic legitimacy. By transforming hundreds of citizen proposals into concrete commitments assigned to specific institutions, the model demonstrates how public data and information can be collaboratively structured. This approach not only enhances accountability but also serves as a mechanism for preventing social crises by incorporating diverse criteria into state management. The significance of this plan lies in its ability to strengthen institutional trust through openness and participation. Relying on political will and benefiting from high levels of compliance with previous initiatives, PAGA represents a significant step toward a more inclusive government. For the open data community, this case illustrates how well-structured political commitments can translate into tangible improvements in transparency, access to information, and public innovation, setting a valuable precedent for modern governance.
