Municipal transparency in Chile faces a severe crisis, as evidenced by the low compliance with laws that require reporting the use of public resources. The analysis reveals that many municipalities systematically fail to submit accounting reports to oversight authorities, creating a critical gap between state management and citizens. This lack of accountability not only violates the right to information but also erodes trust in democratic institutions—a problem exacerbated by the pandemic, which caused a collapse in data submissions in recent years. The impact of this opacity is particularly serious because it prevents effective democratic oversight and dynamic interaction with society. By failing to adequately verify municipal expenditures and debts, it becomes difficult to evaluate institutional performance and weakens the legitimacy of the State. The extreme variability among municipalities, with some largely complying and others contributing almost nothing, highlights an inequality in the application of transparency norms that affects the quality of public life and citizens' ability to demand accountability. To reverse this situation, it is proposed to reform the legal framework by introducing harsher sanctions, such as classifying repeated violations as "notable neglect of duties" and mandating the withholding of funds from non-compliant municipalities. Additionally, it is suggested to strengthen cross-control mechanisms among state entities to ensure the accuracy of information. These measures are essential to restore the integrity of public data, ensuring that transparency ceases to be an unfulfilled obligation and becomes a reliable pillar of modern governance.
