By training individuals to teach others, a multiplier effect is created that empowers communities, facilitates informed decision-making, and helps address everyday challenges, demonstrating that information is a key tool for exercising other rights. This framework is crucial for open data because it validates that government transparency is not merely a legal requirement, but a practical tool against corruption. By making public procurement processes and decisions transparent, citizens are able to audit government administration, ensuring that open data truly serves to improve governance and accountability, thereby integrating technology with effective citizen participation.
