The Coahuila Institute for Access to Information has not published the latest transparency evaluations on its platform, despite the operational updates that have been reported. This omission undermines the accountability of public institutions subject to transparency obligations, whose compliance metrics must be accessible to citizens in accordance with state law. Effective transparency requires that obligated entities publish key information, such as supplier registries and financial reports, in a timely manner. When this information is outdated, citizens have the right to file complaints, although the current system shows limited results, resolving only a minimal fraction of the appeals submitted due to lack of transparency. This article is relevant to open data because it demonstrates how the failure to promptly publish institutional metrics weakens the culture of integrity. The opacity in disseminating evaluation results and the low effectiveness in resolving complaints suggest that the open data ecosystem in the state needs to be strengthened to ensure genuine access to public information.
