Gobierno abierto: cómo mejorar la transparencia y participación en la gestión pública

A central challenge identified is the gap between the state and citizens, driven by a narrative that creates distance and makes it difficult to understand public management. To bridge this gap, the article emphasizes the need to design simple and user-friendly technological interfaces, similar to commercial consumer experiences, that actively engage society. This allows citizens to track their local projects and budgets, turning transparency into a tool for genuine participation rather than mere information dissemination. The relevance of this text to the field of open data lies in its practical demonstration of how publishing structured data drives civic innovation. The example of Ukraine illustrates how access to real-time open information on reconstruction and funding enables precise planning and rigorous social auditing.
