The pressure on the health sector has shown that the massification of these programs exceeds institutional capacity to train competent professionals, directly compromising the quality of medical care. This phenomenon illustrates how the absence of reliable, auditable data enables the existence of “ghost” or irregular institutions that evade public supervision. This case is crucial for the open data community because it highlights the urgent need to ensure the interoperability and accuracy of government data. The contradictions among different public databases—those of the Ministry of Education (MEC), CONES, and the judiciary—demonstrate that merely publishing information is insufficient without rigorous cross-validation. To protect the public interest, it is imperative to develop open data mechanisms that enable citizens and civil society to detect inconsistencies in real time, ensuring that official records accurately reflect the operational reality of educational institutions and preventing the misuse of information as a tool to legitimize unauthorized entities.
