The INAI and the University of Guadalajara are developing unified technical criteria to balance transparency with privacy when accessing historical archives containing sensitive personal data. This collaborative effort aims to establish a standardized national procedure, replacing fragmented state-level regulations, ensuring that the rights to truth and memory do not compromise individual confidentiality. By creating a single reference framework for documents prior to their transfer to historical archives, the initiative promotes legal certainty and procedural consistency across Mexico. This harmonization prevents the current disparity in access requirements among different states, streamlining how authorities handle sensitive information within the national transparency system. This project is highly relevant to open data as it establishes essential ethical and legal guidelines for publishing historical records.
