The Open Government Metrics reveal a worrying trend in Mexico: government openness has suffered significant deterioration in recent years. Although formal mechanisms for accessing information have been consolidated and institutions respond more effectively to citizen requests, this does not compensate for the decline in proactive transparency and, especially, in citizen participation. The core problem is not the lack of data availability, but rather its low quality, as evidenced by broken links, outdated documentation, and incomplete content that limits their real usefulness to society. This phenomenon reflects a critical gap between the existence of contact channels and their actual capacity to foster genuine participation. The prevalence of social media as the primary means of interaction has not succeeded in improving the linkage between citizen preferences and public processes. Instead, interactions tend to be superficial, with automated or nonexistent responses, thereby reproducing the same structural flaws that characterize other contact methods, weakening trust in institutions and perpetuating the perception of a government that is inaccessible in practice. This situation is fundamental to the open data movement because it illustrates that merely publishing information does not guarantee transparency. The Mexican case demonstrates that, without quality, up-to-date information, and robust two-way interaction mechanisms, data availability lacks democratic impact. To reverse this trend, it is necessary to go beyond meeting formal requirements and focus on restoring public trust through information management that is understandable, useful, and accompanied by genuine participation channels, ensuring that open data effectively strengthens accountability and social collaboration.
