Mecanismos para mitigar la incertidumbre financiera: UFVs | El Deber
Conventional money loses purchasing power in the face of inflation, eroding the wealth of those who hold it without protection. To counteract this inherent economic risk associated with saving and credit, Bolivia implemented the Housing Development Unit (UFV), an index-based unit tied to the Consumer Price Index that adjusts its nominal value according to changes in the prices of the household basket, thereby preserving real purchasing power across different periods. The UFV functions as an indexed unit of account, allowing contracts and financial obligations to maintain their real value regardless of monetary fluctuations. Backed by law and calculated using official data, it provides legal certainty and avoids risks associated with black markets or shortages, protecting parties from debts and payments against sudden devaluation of the local currency in environments of high economic uncertainty. This mechanism is relevant to the open data community because it demonstrates how transparency in the generation and publication of public statistics, such as those from the National Institute of Statistics, is fundamental to financial stability. Trust in open, verifiable public indices enables the creation of robust economic instruments that mitigate systemic risks, highlighting the critical importance of the quality and accessibility of government data for overall economic well-being.
