Gobierno Abierto: del open wash a la legitimidad
ICEFI presents a critical diagnosis of the legitimacy crisis affecting open government spaces in Guatemala. After analyzing more than a decade of participation in the Open Government Partnership, the study concludes that the initiative has lost credibility due to structural flaws and the absence of a robust legal framework that guarantees genuine transparency and effective accountability. To restore functionality, the report highlights the need to establish solid sources of legitimacy, such as a public service culture based on career civil servants and independent monitoring mechanisms. The report emphasizes that trust is not built solely on good intentions, but through clear procedures, continuous evaluation of results, and the capacity of citizens to socially audit public management, thereby ensuring compliance with openness standards. This research is relevant to the open data community because it directly links data quality with democratic governance. The final recommendations urge the co-creation of horizontal action plans and the promotion of accessible technologies, implying that fiscal transparency and access to information must be central to restoring institutional trust and improving the State’s responsiveness to citizens’ needs.
