Transparency in Ecuador faces serious challenges due to inconsistencies in access to public information, recently highlighted by technical failures on the Comptroller General’s platform. These limitations hinder adequate scrutiny of officials’ asset declarations, fostering public distrust and complicating oversight of government power. Although authorities justify these interruptions as temporary technological upgrades, the perceived opacity undermines accountability and the right to social control. From the perspective of open data, this case underscores the critical importance of ensuring that information repositories are complete, accessible, and standardized. The lack of details regarding asset acquisitions or the omission of names from payroll lists renders public data useless for academic analysis and the detection of illicit enrichment. Without structured and accurate data, civil society and academia cannot propose effective policies or monitor the use of public resources. The relevance to the open data movement lies in the fact that transparency cannot be discretionary or partial. A state policy is needed to guarantee universal access to information, eliminating technical and legal barriers. Only through the implementation of international best practices in publishing government data can corruption be effectively combated and democracy strengthened, ensuring that information serves as a genuine tool for citizen empowerment rather than an opaque bureaucratic formality.
