The goal is to overcome conceptual and operational challenges through dialogue, combining societal experience with institutional knowledge to address public problems more effectively. This article is relevant to open data because it positions the opening of information not as a technical end in itself, but as an essential mechanism for social oversight, accountability, and the economic reuse of data. By facilitating access to public information, it enables citizens to genuinely participate in governance, transforming open data into a tool for civic empowerment and improved government quality.
