Guatemala is driving a government digital transformation centered on two main pillars: open transparency and administrative modernization. The goal is to facilitate access to public services through system interoperability, which eliminates unnecessary physical procedures and implements the principle of single-document submission. This strategy aims to reduce costs and time for citizens, aligning with international efficiency standards. The relevance to the open data movement lies in the implementation of regulatory and technological frameworks that guarantee public access to information and process traceability. By training in good practices for information access and designing open data architectures, the State not only complies with transparency laws but also generates accountability through technology. This turns data into a living tool for citizen participation, allowing society to monitor public service efficiency in real time. The greatest current challenge is achieving widespread awareness about interoperability as a communication philosophy, overcoming the paper-based culture. With the support of international experts, Guatemala is working to define a digital governance model that integrates multiple executive branch agencies. The success of this initiative will depend on the ability to reduce the digital divide, ensuring that the population has both internet access and the necessary skills to interact with these new modern digital platforms.
