These advances demonstrate an institutional commitment to sustainability and transparency, marking significant progress in the modernization of the country’s public management. However, this administrative efficiency is counterbalanced by serious structural challenges, such as persistent economic inequality and vulnerability to climate change. Data indicate that the most marginalized groups are disproportionately affected by inflation and extreme weather events, which deepens poverty. Although mechanisms for citizen participation exist, there is a recognized need to better include excluded sectors to ensure equitable representation in decision-making. This situation is relevant to the open data movement, as deteriorating trust in institutions underscores the urgency of using transparency and access to information as key tools for rebuilding the social contract. The report emphasizes that without tangible improvements in equity and the protection of vulnerable populations, technical efficiency alone is insufficient to restore governmental legitimacy. Therefore, open data must be accompanied by effective mechanisms that translate information into concrete social outcomes.
