The enactment of a new transparency law for NGOs in Paraguay has prompted Senator Gustavo Leite to demand a thorough review of how funds from the Fund for Excellence in Education and Research (FEEI) have been used. Despite millions of dollars invested over the past decade, national education indicators remain alarming, suggesting possible inefficiencies in the management or distribution of public resources intended to improve academic quality and school infrastructure. The analysis reveals that, although FEEI financed various infrastructure and technology programs, no tangible improvement in student learning has materialized. Chronic problems such as low reading comprehension, inadequate school conditions, and insufficient teacher training persist, raising serious questions about the effectiveness of the education policies implemented with these funds originating from Itaipu.
