Finally, there is a structural complexity whereby workers with formal contracts remain in an irregular situation due to the lack of migratory regularization. Labor informality increases not because of a lack of work, but because of the disconnect between actual employability and legal status. Open data are crucial here for mapping this reality, enabling evidence-based public policies that distinguish between administrative irregularity and labor informality, thus facilitating regularization processes that protect workers’ fundamental rights without relying solely on migratory stigmatization.
