The quality and availability of open data are fundamental to feeding accurate algorithms; without this robust raw material, machine learning becomes unviable. Therefore, improving the reliability of information and protecting personal data is not merely a legal issue, but a critical technical necessity for innovation. The significance of open data lies in the fact that the low utilization and impact of public data indicate a significant gap between access and the value generated. To bridge this gap, it is essential to strengthen technical capacities and governance, ensuring that data are not only available but also effectively leveraged by society and the private sector.
