Una apuesta al futuro: transparencia 4.0

This article argues that traditional models of government transparency in Mexico—active, reactive, and proactive—must evolve to meet the demands of a digital society. While current frameworks have established institutional norms, they often rely on citizens already knowing what information to request or suffer from limited public engagement. Consequently, there is a pressing need to transition toward a predictive transparency model, in which institutions anticipate information needs rather than merely responding to individual queries. The core proposal involves leveraging artificial intelligence and predictive analytics to identify patterns within large volumes of historical data. By detecting recurring public interests and potential future demands, public institutions can proactively publish strategic information before it is formally requested. This shift not only optimizes administrative resources but also ensures that the data provided is more relevant and accessible, fundamentally improving the quality of the interaction between the state and citizens. This approach is highly relevant to open data because it redefines data from a static record to a strategic asset used for anticipatory governance. It highlights how open datasets, when analyzed with advanced technologies, can drive greater transparency and accountability without waiting for legal mandates. However, this evolution requires robust ethical frameworks and regulatory guarantees to ensure that the use of predictive tools serves the public interest responsibly. Ultimately, integrating AI into open data practices transforms transparency into a dynamic, forward-looking mechanism that strengthens democracy by making government actions more visible and understandable in real time.
