The book *Was the Open Government Promise Fulfilled?* assesses whether the transformation toward transparency, participation, and collaborative administration has been effective in Iberoamerica after a decade of implementation. Through an analysis of the case of the elections to the Parliament of Catalonia during the pandemic, the text concludes that compliance is indeed possible when these principles are structurally integrated into public management. This approach enabled the resolution of a complex problem, safeguarding public health and democratic legitimacy in an environment of high uncertainty, demonstrating that the model can overcome the rigidity of traditional procedures. The application of the Open Government paradigm was not an exceptional measure, but rather a cultural reorientation that allowed inflexible systems to adapt to extraordinary circumstances. By prioritizing collaboration and transparency, the administration managed to protect the right to vote and minimize health risks, validating that these pillars are practical tools for addressing difficult public challenges. The achieved success suggests that innovation in governance lies not only in new technologies, but in a philosophy of openness that facilitates adaptation and co-creation of solutions. This article is relevant to open data because it validates the concept of open data as a governance mechanism, not merely as a technical end. The transparency and participation described depend on the availability and accessibility of public information, demonstrating that open data are essential for building legitimacy and responding to crises. The study reinforces the idea that opening data, combined with institutional collaboration, improves the resilience and effectiveness of public policies, offering a replicable model for other administrations seeking to modernize their management through openness.
