Constituida en Toledo la Conferencia de Órganos Garantes de Transparencia y el Derecho de Acceso a la Información
Representatives of Spain’s autonomous communities and the Council for Transparency and Good Governance have established a national cooperation framework to strengthen the right of access to public information. This agreement sets up a collaborative structure and a schedule of rotating presidencies, marking a decisive step toward unity among the bodies responsible for guaranteeing transparency in the face of the growing threat of informational restrictions in non-liberal democracies. The initiative aims to create synergies among the different administrative levels to standardize and improve accountability. By unifying criteria and experiences, the participants reaffirm their institutional commitment to protecting transparency as a fundamental pillar of civic coexistence, ensuring that access to public documentation is a real and effective right, beyond bureaucratic hurdles. This article is relevant to open data because institutional transparency is an indispensable prerequisite for the availability of public information. Without these legal and collaborative mechanisms that guarantee access and data quality, it is not possible to build robust open data ecosystems or facilitate social and economic innovation based on the public availability of administrative data.
