CURP digital y padrón de telefonía habilitan vigilancia masiva en México: R3D

The Digital Rights Defense Network warns that recent Mexican reforms in security and identification threaten to establish a system of mass surveillance, consolidating a state control structure over the population. By mandating the linkage of the CURP (Unique Population Registry Code) with biometric data and telephone records, real-time tracking of citizens is facilitated, transforming these documents into tools for systematic monitoring rather than mere means of identification. The proposal centralizes and massively connects public and private databases, allowing authorities to create detailed profiles without judicial orders or effective oversight. This integration, which includes the Secretariat of National Defense (Sedena), lacks transparent safeguards and adequate resources, exposing citizens to risks of data breaches and misuse of sensitive information under the justification of supposed administrative efficiency and national security. This approach normalizes suspicion toward all citizens, violating democratic principles such as the presumption of innocence. Moreover, the use of biased biometric technologies may exclude vulnerable groups from accessing essential services, perpetuating historical inequalities. This situation is critical for open data because it illustrates how data interoperability, without robust ethical frameworks and privacy protections, can become a mechanism of algorithmic discrimination and social control, challenging the principles of responsible transparency and fundamental rights protection in the digital age.
