Strengthening right to information to counter misinformation - Pakistan Observer

The article argues that effectively implementing the Right to Information (RTI) laws is essential for combating misinformation and restoring public trust in Pakistan’s democratic governance. By empowering citizens with direct access to credible government data, RTI reduces the space for rumors and unverified narratives, thereby strengthening national cohesion and supporting fact-based investigative journalism. This transparency serves as a critical counterweight to the destabilizing effects of social media disinformation and biased reporting. However, significant barriers hinder these legal provisions, including bureaucratic resistance, inadequate resources for Information Commissions, and a lack of civil society representation. These gaps force reliance on unofficial sources, increasing the risk of misleading reports. The current weak compliance with proactive disclosure mandates and inefficient complaint processing mechanisms undermine the intended democratic accountability, leaving institutions vulnerable to opacity and public skepticism. To address these challenges, the author recommends digitizing RTI processes, ensuring fully staffed and autonomous Information Commissions, and strengthening enforcement through penalties for non-compliance. This approach highlights the relevance to open data by demonstrating how accessible, verified, and proactive government data disclosure is not just an administrative improvement but a foundational requirement for an informed citizenry. Ultimately, robust open data practices are framed as a strategic imperative to build trust, reduce corruption, and counter anti-state narratives in the digital age.
