Preocupación por la falta de transparencia y datos en la zona portuaria - NotiCel - La verdad como es - Noticias de Puerto Rico - NOTICEL
The research highlights a structural crisis in Puerto Rico’s port sector, characterized by a marked lack of transparency, oligopolistic competition, and the absence of reliable data. Although maritime transport is fundamental to the island’s economy, inadequate oversight and the concentration of market power among a few shipping lines prevent the establishment of fair pricing. This opacity generates uncertainty and hinders an accurate assessment of the economic impact, a problem further exacerbated by cabotage regulations that unnecessarily inflate the cost of essential imports. This situation is particularly relevant to the open data community, as the lack of representative statistics and detailed records impedes informed decision-making by both the private sector and the government. The inability to compare rates and analyze costs—due to confidential contracts and the absence of official reports—creates a significant information asymmetry. This data gap not only undermines local competitiveness but also prevents the detection of anti-competitive practices and the formulation of evidence-based policies. To address this issue, there is a call for the creation of a dedicated office responsible for the systematic collection and publication of port-related information. Implementing open data standards would enable importers to negotiate on equal footing and facilitate effective regulatory monitoring. By ensuring public access to information on costs and container movements, genuine competition could be fostered and investment attracted, transforming current opacity into an accessible knowledge base that enhances the island’s economic efficiency.
