Inteligencia artificial y gobernanza urbana (Parte II)

The article argues that urban management through artificial intelligence requires a clear distinction between digital noise and useful information. This necessitates the development of sophisticated data mining strategies that prioritize the quality of data collection and cleaning, particularly when using open-source data. Strategic correlation of these data enables real-time solutions, transforming governance from a government monologue into a technological dialogue that positions citizens as active participants in city design. However, this transformation introduces significant ethical challenges, such as the risk of turning information collection into intrusive surveillance or automated social control. To mitigate these dangers, it is essential to implement robust transparency policies and participatory management. Data governance must not grant the government a monopoly that compromises civil liberties, ensuring that the use of information serves the common good without falling into exclusionary or discriminatory dynamics. Ultimately, the relevance to open data lies in the need to balance technical efficiency with human dignity. Although AI can process large volumes of data to identify solutions, the final decision regarding the type of society we wish to build must remain exclusively in human hands. Open data must go hand in hand with rigorous ethical oversight to ensure that technology respects citizens' diversity and rights, preventing algorithms from imposing exclusionary logics under the guise of optimization.
