The article reveals a critical tension between budgetary rigidity and the operational capacity of the Colombian Armed Forces. Most of the spending is allocated to maintenance and salaries, stemming from past commitments such as pensions and bonuses, which drastically limits the resources available for strategic investment. This financial structure weakens the technical and sustainment capabilities of military units, raising concerns in the Comptroller’s Office regarding national security and territorial integrity. Public investment execution shows low efficiency, with less than half of the funds allocated for technology acquisition actually being implemented. This poor performance in resource allocation is exacerbated by large long-term commitments, such as the purchase of fighter jets, which absorb a significant portion of the available budget through 2032. As a result, although substantial amounts are approved for modernization, the lack of effective execution and the priority given to current expenditures prevent these resources from translating into immediate operational improvements. This case is relevant to the field of open data because it highlights the need for transparency in public defense management. The analysis demonstrates how access to detailed data on budget execution and spending trends enables citizens and oversight bodies to identify structural imbalances. By making visible the gaps between allocated budgets and actually executed funds, open data facilitates accountability and the objective evaluation of the State’s efficiency in protecting its citizens.
