Artificial intelligence is acting as a new digital Leviathan, exercising opaque sovereign power and displacing human judgment—essential for justice and fairness—with inscrutable statistical correlations. This automation threatens democracy by replacing individual freedom and responsibility with algorithmic processes that lack transparency, creating a surveillance state in which citizens are reduced to data objects without any real capacity to challenge decisions. The deliberate opacity of these systems generates organized irresponsibility, making it impossible to identify those accountable for serious errors and blurring the notion of justice adapted to human exceptions. Without clear accountability mechanisms, there is a risk of institutionalizing discrimination and polarization, eroding the foundations of the rule of law and human dignity in favor of technical efficiency that does not guarantee equity. For the open data community, this debate underscores that transparency is an indispensable requirement of digital democracy. Open access to information and algorithms enables the auditing of biases, fosters citizen participation, and demands explainability, thereby countering power asymmetries. Only through openness and democratic control over the design and use of AI can we ensure that technology serves the common good rather than becoming an instrument of domination.
