Villate pledges firmness in the regulation of personal data - Politics - ABC Color
Paraguay’s Ministry of Information and Communication Technologies is promoting a national training event for newly elected municipal authorities, prioritizing accountability and the responsible use of public resources. This initiative aims to foster democratic maturity by providing free digital tools for transparency and billing, linking municipalities with citizens’ electronic identity to promote open and efficient governance. At the same time, the future Personal Data Protection Law is being consolidated under strict public sovereignty. The regulation, which will enter into force in the near future, stipulates that control and enforcement in matters of privacy will rest exclusively with an autonomous state agency, excluding private entities and NGOs. This approach ensures regulatory independence and legal certainty, adapting international standards to the national legal framework to attract investments without compromising state autonomy. This article is relevant to open data because it establishes the ethical and legal foundations for handling public and private information. By centralizing data control in a public authority and ensuring the transparency of state tools, a secure environment is created that facilitates the responsible publication of government data. This ensures that information openness does not violate privacy, promoting trust in the digital ecosystem and in data governance.
