This study analyzes global Open Government Alliance successes to identify best practices for safeguarding civic space. It contrasts these models with Guatemala’s declining legitimacy, highlighting the urgent need for structural reform to restore trust in public administration. The research proposes establishing an independent Open and Electronic Government Authority. This body would ensure policy decisions are binding and derived from broad citizen participation, remaining insulated from the shifting political agendas of incoming administrations. This proposal is crucial for open data, as true transparency requires institutional independence. Without autonomous governance structures, data initiatives risk becoming tools of political maneuvering rather than mechanisms for genuine accountability and meaningful public engagement.
