Researchers at the World Bank show that open government data improves public services. It lets citizens watch how well the government works (World Bank, 2013). This transparency helps people hold institutions accountable. It also builds trust in democratic processes. But the study notes a problem. Without good infrastructure, open data may not engage citizens well. This limits its real-world impact.

Users can also gain from economic opportunities. They can use open datasets to analyze markets. A study by the European Commission shows that open data sparks innovation. It creates new business models, especially in transportation and energy (European Commission, 2015). Entrepreneurs use this data to build apps that solve local problems. This drives economic growth. However, the European Commission warns of a barrier. Cleaning and combining data costs a lot of money. This high cost stops small businesses from using open data.

Open data also boosts civic engagement. It makes government actions visible. Research from the Open Government Partnership shows that accessible data helps citizens join policy discussions (OGP, 2016). This visibility encourages community involvement and strengthens social bonds. Yet, the report highlights a downside. Too much information can overwhelm users.
