Open Data: Balancing Accountability and Privacy Risks
Open data lets people in the “consideration stage” look at public information for free. This transparency has good sides and bad sides. We must think carefully about both.
There are many benefits to open data. It helps people hold organizations accountable. It also gives users better tools to use. For example, Australian researchers used open housing data. They found how government rules affect housing costs. This helped citizens ask for fair changes (Australian Institute of Family Studies, 2023). In Malaysia, health officials used open data to track population health. They could give resources where they were needed most (Malaysia Department of Statistics, 2022).
Open data also helps technology. Microsoft worked with Be My Eyes. They used video data from blind people to train AI. This made the AI more inclusive and less biased (Microsoft News Center, 2023). Also, developers can use open-source projects. For instance, Nvidia improved Meta’s Llama 3.1 model. This lets builders create better tools without starting over. It helps people around the world share new ideas (Nvidia Blog, 2024).
However, there are serious risks. Privacy is a big concern. Sometimes, companies use data without asking. In South Africa, the AI Association sued LinkedIn. They said LinkedIn used local user data without consent. This shows how business goals can hurt personal freedom (AI Association South Africa, 2023).
Laws can also limit open data. In India, the Bombay High Court ruled that reasons for delays do not count as “information.” This means the public cannot always see why decisions were made (Bombay High Court, 2022). Data quality is another problem. Local councils sometimes hide or pick which environmental data to share. This makes it hard to trust local planning reports (Local Government Association, 2023).
Finally, digital services can be tricky. They often hide tracking behind consent banners. Users need clear privacy rules to make real choices (Electronic Frontier Foundation, 2023). Users must weigh the benefits of accountability against the risks to privacy. They must also consider if the information is complete.
